Based on what I have gathered from the plot details. The antagonists of the film won't just be Titans(Monsters/Kaiju) but humans as well.
Jonah(Charles Dance's character, though he might really be an older Conrad) is the leader of ARGO,(name inspired by The Argonauts) they seek not to protect humanity and study the Titans like MONARCH does, instead they want to control them, and get their bio materials(super regeneration) to create well sorta a Golden Fleece cure for anything, as well as possibly selling controlled Kaiju to the highest bidding nation.
