Help identifying a horror movie please

Many years ago in the early to mid 80s I saw a clip from a horror movie shown on TV. Despite seeing a lot of horror films over the years I have never seen one that contained this scene.
So in the clip there is a man trapped in a burning room. A beam has fallen on him and he can't move. As if that wasn't enough another guy (who looks as if he has had a recent labotomy) is slowly coming towards him with a drill. Just before he gets to the trapped man the power lead comes out of the wall, turning the drill off.
Can anyone solve this mystery for me?
