Nerdy answer: While underground, the turtles weren’t affected by the accent much, since the only way they could hear it is on tv or through April. But, Raph likes to go in disguise and gallivant on the street, around humans. He has more interaction with the accent.

Also, that accent is just about gone, in NYC. You need to go to the suburbs to hear that accent. It’s all transplants in the city, now. Makes the previous generations pretty sad about it.

Random question: Why would Raphael have a thick New Yawka accent, when none of the rest of them do, are brothers, and all grew up together is the same isolated sewer?
